US - DR Congo - Rwanda : US Government Reinforces Condemnation of Rwanda's Invasion of Eastern DRC and the Use of Missiles

  On January 15, 2025, The United States of America  government, reacting to the mid-term report published by the United Nations Group of Experts on Eastern Democratic Republic of Congo (DRC) in December 2024,  has condemned  the illegal invasion and presence of several thousand  of Rwandan troops in the eastern DRC, under the cover of M23 rebels. The reaction was published in a statement released by  the US State Department.

The statement by the US Government comes as a new government  to be led by President-elect Donald Trump is about to take the reins.
 Reacting to the statement to the US Government and the UN Report, the Rwandan dictator Paul Kagame has rejected any critics from the US and other powers of his dictatorship and justified his invasion of DRC claiming that  President Felix Tshisekedi has never been elected.

In  the statement, the US Government insists that the mid-term report published by the United Nations Group of Experts on Eastern DRC in December 2024 "aligns with the United States’ findings and accurately identifies the sources of the conflict in the eastern DRC."
The sources of the conflicts mentioned are mostly the invasion of the Eastern DRC by Rwandan troops under the cover of M23 rebels.
Hence, the US Government  denounced the illegal presence of thousands of Rwandan troops in the DRC, as well as Rwanda’s support and direction of the M23 rebellion, sanctioned by the UN and the United States.

The US Government also condemned the use  of surface-to-air missile systems,  GPS-guided mortars, and anti-tank missiles used by the Rwandan troops. "Rwanda and M23 must immediately cease GPS jamming and spoofing activities, which continue to ground MONUSCO air operations and UN humanitarian flights in North Kivu.  These actions endanger UN and humanitarian personnel while blocking needed relief for civilians suffering from the related violence," the statement says.

In the statement, the US Government insisted that the mid-term report published by the United Nations Group of Experts on Eastern DRC in December 2024 "aligns with the United States’ findings and accurately identifies the sources of the conflict in the eastern DRC."

The US government welcomed  the commitment of the DRC government to work with MONUSCO to implement the plan to neutralize the Democratic Forces for the Liberation of Rwanda (FDLR) "in full compliance with international humanitarian and human rights law.”

Furthermore, the US Government insisted that there is no path to peace without dialogue  between the governments involved   and the armed groups fighting. Hence, it appears that MONUSCO and DRC government are called to engage in a plan for a dialogue between DRC Government and M23 rebels, and  the Rwandan Government and FDLR and other Rwandan rebels  on the other.

However, the dynamics appear to build on a already complicated political, security, and humanitarian  crises.

 On Going Conflicts and Failed Peace Negotiations and Interventions.

General Paul Kagame and his army have been, over the years,  widely accused by the DRC leaders and World organizations of  invading the East of the DRC. The  accusations include committing war crimes, crimes against humanity, looting, assassinations, sex crimes,  and other crimes against the civilian population.

The United Nations group of experts on the DRC has widely documented the invasion of Eastern DRC by Rwandan military, under the cover of M23 rebels.  Most countries  and independent organizations, the European Union, United States of America,  have documented and backed the UN findings and accusations and have enacted sanctions against some M23 and Rwandan military leaders. 

The Rwandan military backed M23-Rebels have been seizing Congolese territories forcing hundreds of thousands of people to flee their homes, despite several peace accords,  the presence of the troops of the  UN peacekeeping mission MONUSCO, the East African Community (EAC), and the Southern African Development Community (SADC). Several peace negotiation attempts, including what is called the Luanda Accord, have failed. 

The statement by the US Government comes as a new government led by President Trump will be sworn in, in five days. Hence, the new dynamics from the upcoming US Government may be expected, especially to enforce the recent agreement of Lobito Trans-African Corridor Project (see Lobito Trans-African Corridor Project Ready to Change the World Economic Dynamics).

Reacting to the statement to the US Government and the UN Report, the Rwandan dictator Paul Kagame has rejected any critics of his dictatorship and justified his invasion of DRC.  

In a  public speech, he said that DRC President Felix Tshisekedi was never elected, neither in his first  nor the second term and is the actual dictator in the region, who deserves to be overthrown.   In the speech he also implied that Felix Tshisekedi is an "idiot leader", saying  "I know leaders when I see them. I also know idiots when I see them. You can imagine the combination of both of them, the disaster it is."

The statements by the Rwandan dictator have raised eyebrows and even shocked several political analysts contacted by AfroAmerica Network. The statements were shocking given that Paul Kagame is one of the most known African dictators, being at the herm of the Rwandan oligarchy  for more than  30 years,  while claiming to be democratically elected, despite widely known repression, fake elections, and frequent changes of the constitution he, himself, imposed on his people.
