US State Department Warns Rwandan Paul Kagame Against Changing Constitution for a Third Term
The United States will not support African dictators bent on changing the constitutions of the countries to allow themselves to cling onto power, the US State Department said in a statement on Friday, September 4, 2015 by State Department Spokesperson John Kirby .
