On March 29, 2024, the US Government reissued the travel advisory warning to Rwanda. The Travel Advisory increased precautions when planning to travel to Rwanda, getting close to the border between Rwanda and Burundi, or traveling to the border with the Democratic Republic of the Rwanda (DRC). The Rwandan Travel Advisory has pointed to increased risks due to armed violence. Over the last two years, the violence in DRC and Burundi has increased due to the invasion of the DRC by the Rwandan troops under the cover of the M23 rebels and attacks across the Burundi border reportedly under the cover of RED Tabara.
The Travel Advisory to Rwanda recommends that American citizens exercise and take high precautions when traveling or planning to travel to Rwanda and highlights that some areas, especially near the borders have been experiencing increased risks.
Inside Rwanda, the travellers are advised to avoid walking alone, especially after dark, to not display cash and valuables, to maintain caution in areas frequented by foreigners and to drive with doors locked and windows closed.
The Travel advisory has been upended to Level 3 regarding travelling to the border between Rwanda and DRC, to Level 2 on Rwanda-Burundi border.
That means that those planning to travel to Rwanda are advised to exercise increased caution or, preferably, reconsider travel.
The cautions are based on the following security situation in Rwanda:
- "Relations between Burundi and Rwanda are tense and there have been cross-border incursions and armed violence."
- "Armed groups operate in DRC’s North and South Kivu provinces and Virunga Park which is adjacent to Volcanoes National Park in Rwanda. The area has experienced escalating levels of armed conflict which could spill across poorly marked borders."

What Will Come Next?
The US Government has reissued and increased the level of the Rwanda Travel Advisory as the tensions between Rwanda government on one side and the DRC and Burundi government have been escalating. There are also increasing predictions pointing to a potential open war between Rwandan government and the DRC-Burundi coalition.
It is expected that once that phase is reached, the Rwandan Travel Advisory may be upended to Level 4 or Do not Travel to Rwanda.
The increased level of the US Travel Advisory to Rwanda happens two months after a drama involving the Rwandan dictator General Paul Kagame unfolded during a trip in Washington, DC to attend the National Prayer Breakfast.
